How a freeze in Kuala Terengganu starts
A freeze can feel as if it came from nowhere. One trigger can be a scam victim reporting a transfer, with your account named as the one that received money.
That report starts the freeze. It is not proof that you did anything wrong, but it tells you what to check next.
If you are still in the first few hours, what to do now sets out the immediate steps.
Using Semak Mule to trace the flag
The simplest tool is the police (PDRM) Semak Mule portal. It shows whether your account or a linked phone number is flagged as a mule account. [f1]
A flag does not decide guilt. It confirms that your account is in the system and gives you something concrete to respond to, so note what it shows and keep a record.
Put the flag together with the reason your bank gives for the hold. Then you can start to see whether this is an AMLA order or a police freeze.
Which law froze your account?
Two powers can apply. Under section 50(1) of the Anti-Money Laundering Act (AMLA) 2001, the Public Prosecutor can order a freeze on accounts suspected of holding money from crime. [f2]
Section 116D of the Criminal Procedure Code also lets a police officer of Sergeant rank or above freeze an account at once, without a court order. They only need to suspect a link to crime. [f3]
The account freezes explainer compares the two. Which one applies decides every later step.
Money for living costs: section 44A
Once you know the cause, the urgent question can be money. AMLA section 44A lets an account holder apply in writing to the enforcement agency that froze the account under section 44, asking it to change the freeze so money is released for reasonable living or business costs. [f4] A more senior officer decides.
The decision is based on your documents. A lawyer can build the application around proof of your regular bills. A release is not automatic.
When does the freeze end?
An AMLA freeze cannot last forever. A freeze by an enforcement agency under section 44 lasts up to 90 days unless you are charged, and an order under section 50 lapses after 18 months if you are not charged. A police freeze under section 116D also lapses after 18 months without a charge, counted from its own start date.
Article 5(3) of the Federal Constitution gives an arrested person the right to consult and be defended by a lawyer of their choice. [f5] Read more on your account holder rights.
Courts, police and legal aid in Kuala Terengganu
A Kuala Terengganu case goes through the Terengganu courts. The High Court sits in Kuala Terengganu, and the prosecution decides whether a Magistrates’ Court or Sessions Court hears a criminal case.
The national Commercial Crime Investigation Department (JSJK/CCID) at Bukit Aman handles these cases. The Terengganu police contingent (IPK) and the district police HQ (IPD) are the local offices.
If cost is a worry, the Legal Aid Department (Jabatan Bantuan Guaman) office in Terengganu may help if your income qualifies. The Kuala Terengganu page explains more about how these cases run locally.
Who to contact locally about a frozen account in Kuala Terengganu
The High Court of Terengganu sits here in Kuala Terengganu, so the state’s High Court cases are heard in town. [f6]
A frozen account is not itself a court case. A court only comes in if you are charged, or if you apply to it, for example to vary a police freeze at the Sessions Court.
The police list a Kuala Terengganu district headquarters (IPD), which sits under the state headquarters (IPK Terengganu). [f7]
If you live in town, the Kuala Terengganu IPD is the district office you are most likely to be asked to attend. A lawyer will want to know which police station or IPD holds the file, so ask the bank or the officer to name it in writing.
The Bar centre is in Kuala Terengganu itself. For help with cost, the Legal Aid Department (JBG) lists a Terengganu office [f9], and there is a Bar Council Legal Aid Centre in Kuala Terengganu [f8]. How do I trace why my Terengganu account was frozen?
Start with the police (PDRM) Semak Mule portal, which shows whether your account or a linked phone number is flagged as a mule account. A flag can mean a scam victim reported a transfer into your account. Put that together with the reason your bank gives, and you can start to see what triggered the freeze. [f1]
Does the reason change what a lawyer can do?
Yes. An AMLA order under section 50 follows a different route and timeline from a police freeze. A section 116D freeze under the Criminal Procedure Code is made at once, without a court order. A lawyer confirms which power applies before choosing a response, because a wrong guess wastes time. [f3]
Can I get money released while the account is under investigation?
You can apply. AMLA section 44A lets an account holder ask for the freeze to be changed to release money for reasonable living or business costs. You apply in writing to the agency that froze the account, and a more senior officer decides on your documents. Show your real, regular bills; a release is not guaranteed. [f4]
Do I have the right to a lawyer of my own choice?
Yes. You can ask a lawyer for advice as soon as you learn of the freeze, before you give any statement. Article 5(3) of the Federal Constitution gives an arrested person the right to consult and be defended by a lawyer of their choice. If cost is a worry, the Legal Aid Department in Terengganu may help if your income qualifies. [f5]
What if I do nothing?
An AMLA section 50(1) order can last up to 18 months. A police freeze under section 116D also lapses after 18 months if you are not charged. Waiting does not help: your money stays locked and your side of the story is never put forward. [f2]
Which police office would hold my frozen-account file in Kuala Terengganu?
If the freeze followed a police report, the file sits with the police unit that took it, and Kuala Terengganu falls under the Kuala Terengganu district headquarters (IPD) is the local office in the police directory. [f7] The bank or the officer can tell you which office it is, and a lawyer can then write to it.
