When Hong Leong stops replying: who to go to next
The hardest part of a Hong Leong freeze can be the silence rather than the freeze. You call, you visit the branch, and you still get no clear answer. Repeating the same step will not help. Move up one level at a time, because each level does a different job.
The order is: the bank first, then Bank Negara, then the Ombudsman, and a lawyer for what the others cannot reach. Knowing which level fits your case avoids wasted effort.
Step 1: the Hong Leong careline and branch
Start with the bank itself. Visit your home branch with your IC, or call 03-7626 8899. Ask for three things in writing: which authority ordered the freeze, the reference number, and what the account can still do. [f4]
A bank may not volunteer a letter, so ask for these details in writing to learn the freeze type. [f4] If it is a compliance hold, get the name of a contact person and note the date of every call. You will need that record at every later step.
Step 2: Bank Negara through BNMLINK
If Hong Leong has your documents and still has not cleared a compliance hold in a reasonable time, go to Bank Negara through BNMLINK at 1-300-88-5465. [f5] Bank Negara takes complaints about how the hold was handled.
Before you file, gather your log of branch visits, officer names and reference numbers. A complaint backed by dates is easier to act on than a general grievance. The BNM complaint process page explains what to include.
Step 3: the Financial Markets Ombudsman Service (FMOS)
If you have used up Hong Leong’s own complaint process and are still unhappy, go to the Financial Markets Ombudsman Service (FMOS). It handles eligible disputes between customers and financial institutions, and checks whether the bank acted fairly.
FMOS deals with how the bank treated you. It is not a shortcut to unfreezing an account that an authority ordered blocked. If your complaint is about how Hong Leong handled you during a compliance hold, this is the right place.
Why the account was frozen in the first place
Escalating only makes sense once you know the cause. Hong Leong may restrict an account after its own compliance review, under its account terms and its anti-money laundering duties. [f3] These are the cases the steps above are for.
But police can freeze an account under CPC 116D during an investigation. [f2] An enforcement agency can order a freeze under AMLA section 44 when an account is linked to suspected unlawful money. [f1] No complaint will lift those.
What complaints cannot fix: police and AMLA freezes
This is the limit. Neither Bank Negara nor the Ombudsman can override a freeze ordered by the police or the Public Prosecutor, because the bank is only following an outside order. Pushing the bank harder will not change an order it did not make.
If the branch says the freeze came from the police or under AMLA, stop escalating and change approach. Compare how the freeze types differ so you do not waste effort on the wrong channel.
Where a lawyer fits in
A lawyer can act for you in the investigation itself, which a complaint channel cannot. For a police or AMLA freeze, a lawyer can contact the investigating officer, apply to release money for living costs, and defend you if a charge follows.
A lawyer can also help with a stalled compliance hold, because a formal letter may get a clearer answer than a customer can. If you are not sure which step you are at, start with finding the right legal help. See what to do now for the full checklist.

Hong Leong will not tell me why my account is frozen. What now?
Go to the branch or call the careline and ask for the freeze type and reference number in writing. If the bank keeps stalling on its own compliance hold, escalate: first to Bank Negara through BNMLINK, then to the Financial Markets Ombudsman Service (FMOS). Keep a dated record of every contact, because each complaint relies on proof that you were ignored.
What can BNMLINK actually do about a Hong Leong freeze?
Bank Negara takes complaints about how banks handle customers, including a compliance hold. It cannot override a police or AMLA freeze, because that order comes from another authority. Use it when the bank itself is the problem, not when a court or prosecutor ordered the block.
When do I go to the Financial Markets Ombudsman Service (FMOS)?
After you have complained to Hong Leong directly and are not happy with the result. FMOS handles eligible disputes between customers and financial institutions once the bank's own complaint process is used up. It deals with how the bank behaved, not with lifting a freeze ordered by the police or the Public Prosecutor.
How do I tell whether escalation will even help?
It depends on who froze the account, so ask the branch which authority ordered it. If it is Hong Leong's own compliance hold, escalating is the right move. If it is a police or AMLA freeze, no complaint channel can lift it, and you need a lawyer instead.
How long should I wait before escalating?
Give Hong Leong a fair chance first: send what compliance asks for and follow up once. If the hold then drags on with no clear reason or timeline, escalate instead of waiting. Going back to the branch again and again will not get the account released.
When does a lawyer replace the escalation ladder?
As soon as you learn the freeze is a police or AMLA order. Complaint channels deal with how the bank behaves, not with an investigation. A lawyer can contact the investigating officer, apply to release money for essentials, and defend you if a charge follows.
