CIMB Frozen Account: What To Do
A CIMB freeze can stop a business overnight: here's how to protect it and respond.

Why does CIMB lock a business or personal account?
For a business owner, a CIMB freeze can stop payroll, break supplier terms and cut off the company’s cash flow in a single day.
A CIMB freeze comes from one of three sources. The police can freeze an account under CPC section 116D while they investigate a scheduled offence, meaning an offence listed in the law. [f1]
The Public Prosecutor can order CIMB to freeze an account suspected of holding proceeds of unlawful activity under AMLA section 50(1). [f2] CIMB’s own compliance team can also restrict an account under CIMB’s account terms and its duties under the Anti-Money Laundering Act 2001 and Bank Negara’s AML/CFT rules. [f4]
What does a CIMB Clicks or OCTO lockout mean?
You may find out when a payment fails, CIMB Clicks shows restricted access or the CIMB OCTO app blocks a transfer. Some business owners only hear about it when a supplier says a payment bounced.
A full freeze stops every withdrawal and transfer. A partial one may let you see the balance but not touch it.
Sometimes CIMB restricts your whole banking profile, so linked business and personal accounts and cards all stop at once. Call 03-6204 7788 to confirm exactly which restriction you have.
What does the law say, in plain terms?
Under Penal Code section 424A, possessing or controlling another person’s account is an offence with a fine of RM5,000 to RM50,000, or 6 months to 5 years in jail, or both. [f3] That is why investigators take account misuse seriously even when you are not the main suspect.
For a business, a tainted payment from a customer or other party can pull the account into an investigation. That is not a verdict, but you need to answer it with records rather than ignore it.
What should I ask the CIMB careline?
Go to the branch or call 03-6204 7788 and ask three things:
- Which authority ordered the freeze?
- What is the reference number?
- What can the account still do?
Write down the officer’s name and the date of the call.
Then protect the business. Run payroll and urgent supplier payments through another facility, and warn affected suppliers early. Leave the frozen account alone, because moving money out of it can create new problems on top of the freeze.
How do I protect the business while the account is frozen?
Collect the records that explain recent large payments in: invoices, contracts, delivery orders and details of who paid you. Clear records are the best way to answer a compliance hold, and a lawyer needs them too if the freeze was ordered by an outside authority. [f4]
Keep a note of the damage to the business as it happens: missed payroll dates, broken supplier terms and penalties. If you later apply to release funds, this shows a real business need and supports the application.
When does a lawyer make a difference?
For a police or AMLA freeze, a lawyer can contact the investigating officer, put the company’s records forward and apply to release funds so the business can keep running: in writing to the enforcement agency under s44A for an AMLA s44 freeze, or to the Sessions Court for a police s116D freeze. For a business, that application can decide whether it keeps running during the freeze.
For a compliance hold, a formal letter from a lawyer can get a clearer answer than repeated careline calls. A lawyer who handles frozen account cases knows which part of CIMB to press and when to go to court.
If you are unsure where to start, see finding legal help. To prepare, read how account freezes work and the freeze types.

My CIMB business account is frozen and payroll is due. What do I do first?
Confirm the type of freeze at the branch or on the careline, 03-6204 7788. Then pay staff from another account or facility until it is sorted. Do not try to move money out of the frozen account. A business current account is frozen under the same powers as a personal one, so the same release rules apply.
Can I still log in to CIMB Clicks or CIMB OCTO?
It depends on the freeze. A full freeze blocks all transactions, including CIMB Clicks and the CIMB OCTO app, while a partial one may let you see balances but not transfer. If you cannot log in at all, the block may cover your whole banking profile, including linked business and personal accounts.
How long can CIMB keep a business account frozen?
It depends on who ordered it. An AMLA freeze under section 44 lasts up to 90 days unless someone is charged, and a later order under section 50(1) lapses if no one is charged within 18 months (section 52A). A police freeze under CPC section 116D lapses after 18 months without a charge, and a Sessions Court can vary or lift it sooner. A CIMB compliance hold has no fixed legal limit but should be reasonable, and clear documents help.
Will suppliers and standing instructions be affected?
Yes. Outgoing payments, standing instructions and auto-debits from the frozen account will fail. That can breach supplier terms and bounce regular bills. Tell key suppliers early and pay them another way where you can, because a missed payment is not excused just because of the freeze.
Can a lawyer help release a CIMB account faster?
A lawyer can write to CIMB's compliance team, deal with the investigating officer or authority behind the freeze, and, if the freeze is excessive or unlawful, apply to vary or lift it: to the Sessions Court for a police s116D freeze, or in writing to the authority that ordered an AMLA freeze (s44A for an agency s44 freeze). For a business, that can mean asking for release of the money needed to keep operating.
I run a legitimate business. Why was my CIMB account frozen?
Business accounts handle payments from many third parties, so they can be flagged. Your account may have received money that a scam victim later reported, or a payment pattern matched a risk profile. A freeze is a step in an investigation, not a finding of guilt, but you still need to answer it properly.
