What to do first when a Perlis account is frozen

Perlis is Malaysia’s smallest state, but a frozen account here needs the same clear response as anywhere else. A few first steps stop you from making things worse.

Take the steps in order. Each one gives you a fact a lawyer can use.

For a simple starting point, see what to do now.

Do not rush to withdraw

The first step is to hold back. Do not rush to take out whatever balance you can still reach.

Moving money after a freeze can look like an attempt to hide it, however innocent the reason. Leaving the account alone is safest while you find out what happened.

Find out who froze the account

Under AMLA section 50(1), the Public Prosecutor can order a freeze. A police officer of Sergeant rank or above can also freeze an account under section 116D, with no court order [f1][f4].

Ask the bank in writing for the freeze reference and the authority’s name. The answer decides your next step: a written request to an agency, or an application to court.

Gather your papers

Collect the freeze notice, all letters, recent statements and a short timeline of what happened. Add proof of your fixed monthly costs.

With these papers a lawyer can understand the case at once, and the same papers support any request to release money.

Check your Semak Mule status

Check whether your account or phone number is on the flagged list using the PDRM Semak Mule portal [f5]. A flag means you may face a mule allegation as well as the freeze, which changes the approach.

If so, read mule account lawyer for Perlis so both issues are handled together.

Ask for money for living costs

If the freeze stops you paying for essentials, and an enforcement agency froze the account under AMLA section 44, section 44A lets you apply to release money for reasonable living or business costs [f3]. You apply in writing to that agency, and a more senior officer decides. No court is involved.

The request needs proof, not just a statement of hardship. If cost worries you, the Legal Aid Department helps people who meet its income test [f6].

Keep the 18-month AMLA limit in mind [f2]. The freeze duration guide explains each time limit.

Perlis courts and getting a lawyer

Court papers name the court that applies, and the Perlis High Court is at the Kompleks Mahkamah Kangar [f7]. A lawyer can confirm which power was used and whether to write to the agency or apply to court.

Send a short message describing what happened. We can refer you to a lawyer who can tell you the sensible first step for a Perlis account.

After a freeze: Perlis offices, in order

First the bank, then the authority named on the notice. Police matters in Perlis sit with the contingent in Kangar, or the IPD in Arau, Kangar or Padang Besar [f8].

For legal aid, the Legal Aid Department lists a Perlis office [f9], and the Bar Council Legal Aid Centre for Perlis is in Kangar [f10]. A WhatsApp enquiry needs no travel.

What should I do first if my Perlis account is frozen?

Do not rush to take out whatever is left. Moving the balance after a freeze can look like hiding it. Instead, ask your bank in writing for the freeze reference and the authority behind it. Perlis is a small state, but the freeze laws are federal, so the same rules apply as anywhere in Malaysia.

How do I find out which authority froze it?

Ask whether the freeze comes from a Public Prosecutor's order under AMLA section 50(1) or a police freeze under Criminal Procedure Code section 116D. An officer of Sergeant rank or above can make a police freeze with no court order [f1][f4]. Ask the bank to name the authority, because that sets your next step.

Which Perlis office do I deal with after a freeze?

Read the notice for the authority first. For a police freeze, the Perlis contingent (IPK) is in Kangar and the districts are Arau, Kangar and Padang Besar [f8]. A lawyer can find out which holds your file.

Can I get money released for daily costs while the account is frozen?

Sometimes. If an enforcement agency froze the account under AMLA section 44, section 44A lets you apply in writing to that agency to release money for reasonable living or business costs [f3]. Bring papers that show your real needs. If cost is a worry, the Legal Aid Department helps people who meet its income test [f6].

How long can a Perlis account stay frozen?

An AMLA order lapses if no one is charged within 18 months [f2]. A section 116D police freeze also lapses after 18 months if no one is charged [f4]. Knowing the right deadline matters, because a lapsed order should not keep your account locked.
