What it means

A blacklisted account is a bank account flagged as linked to fraud or scams. In Malaysia you can see this on the PDRM Semak Mule system, a public tool where anyone can check whether an account or phone number is flagged.

More than 190,000 accounts have been flagged in recent reporting [f1]. A flag marks an account for attention. It does not by itself prove that the account holder did anything wrong.

How a flag differs from a freeze

A flag and a freeze are related but not the same. A flag, or blacklist, is a marker that an account is linked to a report. A freeze actually stops money from moving.

A police officer of Sergeant rank or above can freeze an account and block transactions at once, without a court order, if they suspect it is linked to unlawful activity [f2]. A flag can lead to a freeze.

If you are named in a police freeze, you can apply to the Sessions Court to vary or revoke it.

What you can do if your account is flagged

First, check the Semak Mule portal to confirm the flag. A flag can appear even if you did not knowingly take part, for example if your details were misused.

You have the right to consult and be defended by a lawyer of your choice [f4]. A lawyer can explain why the account was flagged, including whether an offence such as Penal Code s424B, giving control of your account to someone else, is being considered [f3].

Is a blacklisted account the same as a frozen account?

No. A flag or blacklist marks an account as linked to reported fraud, for example on the Semak Mule system. A freeze actually stops transactions. A flag can lead to a freeze and they can appear together, but they are separate steps. One is a warning marker, the other blocks the money.

Why would my account be blacklisted?

An account is flagged after someone reports that scam money passed through it. This can happen even if you did not knowingly take part, for example if your details were misused. A flag does not prove guilt. It marks the account for checking, so it is worth understanding your position early.

What can I do if my account is blacklisted?

Check the Semak Mule portal to confirm the flag. You have the right to consult a lawyer of your choice, who can help you understand why the account was flagged and what to do next. If a freeze is also in place, a lawyer can advise on how to challenge it.
