The Investigating Officer's Role Explained
The Investigating Officer (IO) is the police officer who runs the investigation of your case.

Who is the Investigating Officer?
The Investigating Officer, or IO, is the police officer in charge of your case. They handle it from the police report until the investigation ends. Every criminal case in Malaysia has its own IO.
The IO may not be the officer who first took your report. The IO is chosen for the type of case and the district where it was reported [f1]. In frozen account cases, the IO can be an officer who handles financial crime.
The IO’s name and phone number should be on your copy of the police report. If you do not have them, a lawyer can get them from the police station or district headquarters.
Who assigns the IO to your case?
After a police report is made, the Officer in Charge of the Police District (OCPD) reviews it and assigns an IO [f1].
For suspected fraud or money laundering, the IO may come from the Commercial Crime Investigation Department (CCID) or the district crime unit.
If there are several police reports about the same matter, one IO may handle all of them.
What does the IO do during the investigation?
The IO gathers the evidence, records witness statements and builds the full picture of the case [f2]. They may interview the people who complained, the suspects, bank staff and anyone linked to the flagged transactions.
The IO collects bank statements, transaction records and chat or call logs. They may ask for forensic checks on phones, computers or financial records. All of it goes into the investigation paper, the IO’s case file.
If the IO wants to hold a suspect for more questioning, they can ask a Magistrate for a remand order under section 117 of the CPC [f3]. Remand means being kept in police custody. For offences under 14 years, which includes the Penal Code section 424 offences, it is up to 4 days at first and 3 days more on a second application. A lawyer can make representations at the remand hearing.
How does the IO affect your frozen account?
During the investigation, a police officer can freeze your account under section 116D of the CPC without a court order [f4]. This keeps your account frozen while they gather evidence.
A freeze can lapse while the investigation goes on. A lawyer can apply to the Sessions Court to vary or revoke the freeze by showing it is no longer needed or is causing you serious hardship. See the freeze duration rules to know what limits apply.
The pace of the investigation matters too. When it is finished, the file goes to the DPP for a decision. If there is no charge, you can ask for the freeze to be lifted. A slow investigation can mean a longer freeze.
Should you speak to the IO yourself?
People who made a complaint and people under suspicion can both contact the IO for updates [f5]. But what you say matters. Without advice, you may say something that harms your position without meaning to.
A lawyer can ask the IO for updates, send your documents and explain your side in an orderly way. Using a lawyer is normal, and it is a proper way to cooperate.
If you have tried to check your case status and got nowhere, a formal letter from a lawyer to the IO or OCPD can help get a reply. A letter creates a written record.
What is the investigation paper?
The investigation paper is the IO’s full case file. It holds the evidence, all recorded statements, forensic results and the IO’s own view of the case [f2].
When the investigation ends, the IO sends this paper to the Deputy Public Prosecutor (DPP). The DPP reads it and decides whether to charge you, give a warning or close the case.
A lawyer may not be allowed to see the investigation paper at this stage, but can send material to be added to it. Proof of where your money came from, employment records and business records can all go in. This may help your position before the DPP decides.
When does the investigation end?
There is no fixed deadline for a police investigation in Malaysia. Complex financial cases can take longer. If the freeze is causing you hardship, a lawyer can write to the IO and the DPP asking for the case to move faster.
If you are charged, the case moves to the court stage. If the DPP decides not to charge, the case is closed and you can ask for the freeze orders to be lifted. For the timeline in more detail, read what happens after your statement is recorded.
A lawyer who stays in touch with the IO can keep you informed.

How do I find out who the IO for my case is?
The IO's name and contact details should be on the police report. If you were not given them, a lawyer can ask the police station where the report was made, or the district police headquarters.
Can I contact the IO directly?
Yes. It is usually safer to go through a lawyer. A lawyer can ask for updates, send documents and speak for you, so you do not say something that hurts your case.
Can the IO keep my account frozen during the investigation?
The police can freeze an account under CPC section 116D without a court order, and the freeze lapses after 18 months if no one is charged. A lawyer can apply to the Sessions Court to vary or revoke it and give reasons why it should be lifted or reduced.
What is the investigation paper?
It is the IO's full case file: the evidence, witness statements, forensic reports and the IO's findings. It goes to the Deputy Public Prosecutor, who decides whether to charge, give a warning or close the case.
How long does the IO have to finish the investigation?
There is no fixed deadline, and some cases are more complex than others. A lawyer can follow up with the IO and, if needed, write to the DPP asking for the case to be dealt with sooner.
Can I give evidence to the IO?
Yes. Through a lawyer, you can send documents, bank statements and other evidence that supports you. Sending it early helps the IO understand your side.
