Mule Account Lawyer in Penang
Your Penang account was treated as a mule account: here is a plan to handle it in stages.
Sources checked 2026-09-17 to 2026-10-05
If your account is being treated as a mule account anywhere in Penang, this plan sets out what to do and in what order. The mule law is federal, so it is the same in George Town, Butterworth and Seberang Perai.
Stage 1: cut contact with whoever recruited you
Stop all contact with the person who asked for your account, card or banking login. Do not move money, close the account or follow any more instructions. From now on, anything you do at their request can look like part of the scheme.
Stage 2: check the Semak Mule portal
Next, check your details on the PDRM Semak Mule portal. It is a public tool that shows whether an account or phone number has been reported. More than 190,000 accounts were flagged as of 2024 to 2025. [f3] Checking early tells you where you stand before you deal with the bank or police.
Stage 3: use your right to a lawyer
If you are arrested, Article 5(3) of the Federal Constitution gives you the right to consult a lawyer of your choice. [f4] You can also get advice before any full statement. In Penang, as elsewhere, that is when advice helps most.
Stage 4: know the possible charge
If you only held or controlled someone else’s account, the likely charge is section 424A. It carries a fine of RM5,000 to RM50,000, or six months to five years in jail, or both. [f1] Handing over your own account is section 424B instead. [f2] Which one applies depends on the facts.
Stage 5: the George Town courts
A case from anywhere in Penang goes through the state courts, and the High Court sits in George Town. Mule offences are tried in the Magistrates’ Court or Sessions Court, and the prosecution decides which.
Stage 6: legal aid in Penang
If cost is a worry, the Legal Aid Department (Jabatan Bantuan Guaman) has a Penang office for people who meet its income test. The Penang Bar legal aid centre can help too. [f5]
For the wider picture, see the Penang page. Read account holder rights, what a mule account means and the section 424A explainer. No one can promise a result.
Where you may be called, and the first court date
A mule investigation can start with a call or letter asking you to attend a police station. It may be the district police headquarters (IPD) that covers you: Timur Laut, Barat Daya, Seberang Prai Utara, Tengah or Selatan, under the state contingent (IPK) on Jalan Penang. [f6]
Check the letter for the station and bring it to your lawyer before you go. If you are charged, your first mention is at the court named in the charge sheet or summons. The High Court of Pulau Pinang sits at Kompleks Mahkamah Pulau Pinang, but the prosecution decides which court hears the charge. [f7]

Can I see a lawyer before I answer the police in Penang?
Yes. If you are arrested, Article 5(3) of the Federal Constitution gives you the right to consult a lawyer of your choice. You can also get advice before giving a full statement. What you say in questioning shapes the case, so use this right early.
How do I check if my account is flagged as a mule?
Use the PDRM Semak Mule portal, a public check that shows whether an account or phone number has been reported. More than 190,000 accounts were flagged as of 2024 to 2025. Checking your own details first tells you where you stand before you deal with the bank or police.
Which charge is likely if I only held someone else's account?
Holding or controlling someone else's account without lawful authority falls under section 424A: a fine of RM5,000 to RM50,000, or six months to five years in jail, or both. Handing over your own account is section 424B. A lawyer reads the charge closely before advising.
What happens at the first court date?
Your charge sheet or summons names the court and the date. At the first mention you are told the charge and the case is given its next date. Your lawyer can attend and handle the papers, but no lawyer can promise a result.
I cannot afford a private lawyer in Penang. What can I do?
The Legal Aid Department (Jabatan Bantuan Guaman) has a Penang office for people who meet its income test. The Penang Bar legal aid centre can also help at key stages. Ask for advice early.
