Who this page is for

A family member has a mule account case at a police station, CCID office or court in Kuala Lumpur or the Klang Valley. Explaining it in English or Malay adds stress to an already hard day. This page is for Chinese-speaking families in that position.

It includes areas such as Cheras, Petaling Jaya, Puchong and Kepong. The case may involve a statement, a frozen account or an arrest.

Why explaining it in Mandarin helps

When a relative is at a police station, decisions may need to be made fast. A language gap only adds confusion. Writing to a lawyer in Mandarin lets you say exactly what is happening, without translating legal terms you have never used.

Once things are clearer, the lawyer can also speak to the person involved in Mandarin. The family then does not have to rely on a rough translation.

Which unit handles these cases in KL?

In Kuala Lumpur, mule account reports can start at a local station such as Cheras, Petaling Jaya or Sentul, depending on where the report was made. Once it is seen as a mule account case, it can go to CCID, also called JSJK, the police Commercial Crime Investigation Department. [f1]

A lawyer can explain, in Mandarin, which stage your family’s case has reached.

What happens before an arrest

A mule account case can start with a frozen account, not an arrest. A police officer of Sergeant rank or above can freeze an account and block transactions at once under CPC section 116D, with no court order. [f2]

This can happen before anyone has spoken to the police. A card that suddenly stops working can be the first sign.

If your relative has only been asked to give a statement, that is not an arrest. Ask the police directly, in the clearest language you can, whether they are under arrest.

Remand and bail in KL

If someone is arrested, the investigating officer may ask a KL Magistrate for a remand order under CPC section 117. For s424A, s424B and s424C, which carry under 14 years, remand is up to 4 days first, then up to 3 more. Only offences carrying 14 years or more allow 7 days plus 7 more. [f3]

Having a lawyer at that hearing matters. A lawyer who speaks Mandarin can also explain the process to the family waiting outside.

Sections 424A, 424B and 424C are all bailable, so bail is a right once someone is charged, and the court or police set the amount and conditions. [f5] Our bail process guide explains what happens next.

Your right to a lawyer is the same everywhere

If you are arrested, Article 5(3) of the Federal Constitution says you shall be allowed to consult and be defended by a lawyer of your choice. [f4] This is the same whether your family speaks Mandarin, English or Malay, and whether the station is in Cheras or central KL.

Ask for a lawyer clearly and early, before answering detailed questions about the case. Our what happens after arrest guide covers this stage in more depth.

Areas we cover in the Klang Valley

Chinese-speaking families live all over the Klang Valley, not in one area. Cheras, Petaling Jaya, Puchong, Kepong, Shah Alam and Subang are all covered, and you can write in Mandarin from any of them.

For the general KL and Klang Valley process in English, see our criminal lawyer mule KL page. For other states, see our mule account lawyer page.

What to send on WhatsApp

Send a short message in Mandarin or English. Say which station or court is involved, roughly when it started, and what you have been told. You do not need every detail first.

Where appropriate, we can help connect you with an independent criminal lawyer, who can explain the situation and the next sensible step. If your relative is held for remand, a lawyer can attend the hearing and apply for bail once a charge is filed.

My relative was called to a KL police station and cannot explain the situation well in English. What should I do?

Send us a message in Mandarin with what you know: which station, whether it is a statement or an arrest, and roughly when. Once things are clearer, the lawyer can also speak to your relative in Mandarin, so nothing is lost in translation.

Which unit actually investigates mule account cases in KL?

CCID, also called JSJK, the police Commercial Crime Investigation Department, can handle mule account cases. [f1] A report may start at a local station such as Cheras or Petaling Jaya. It can be passed to CCID once it is seen as a mule account case.

How long can someone be held before going to court in KL?

Remand under CPC section 117 depends on the offence. For offences carrying under 14 years, which includes s424A, s424B and s424C, it is up to 4 days first, then up to 3 more. Only offences carrying 14 years or more allow 7 days plus 7 more. A Magistrate must approve each period. [f3] Having a lawyer at the remand hearing matters, whatever language your family speaks.

Is bail available for mule account charges in KL?

Sections 424A, 424B and 424C are all bailable, so bail is a right once someone is charged. The court or police set the amount and conditions. [f5] Our [bail process guide](/bail-process/) explains what to expect, and a lawyer can take your family through it in Mandarin.

Does a family have the right to a Mandarin-capable lawyer even after giving a statement to police?

You can ask for a lawyer who speaks Mandarin at any stage. If you are arrested, Article 5(3) of the Federal Constitution says you shall be allowed to consult a lawyer of your choice. [f4] Having given a statement does not stop you getting a lawyer now.

Does this cover areas beyond central KL, like Cheras or Puchong?

Yes. The whole Klang Valley is included, such as Cheras, Petaling Jaya, Puchong, Kepong, Shah Alam and Subang. You can write to us in Mandarin from any of these areas.
