How to Escalate a Bank Account Complaint
Work through the branch, then BNM, then the Ombudsman, in the right order.

The three complaint steps, in order
Malaysia has a set order for escalating a bank complaint. FMOS needs you to use the bank’s own complaint process first, so jumping straight to the top may not help.
- Branch or call centre: account problems start here. Staff can see your account and its internal notes, so the bank can act at this step.
- BNMLINK: Bank Negara Malaysia’s complaints line, 1-300-88-5465 [f1]. Use it when the branch has not fixed the problem or has stopped replying.
- Financial Markets Ombudsman Service (FMOS): an independent body at fmos.org.my. It steps in once you have used the bank’s own complaint process [f2].
What each step can do for you
The branch or call centre can explain the bank’s decisions, fix its own mistakes and handle simple requests. BNMLINK looks at how the bank treated you as a customer: delays, poor replies, or not following its own procedures.
If BNM’s help does not settle it, FMOS can look at the money dispute. It deals with money disputes, not criminal cases.
When a complaint cannot help
None of these steps can lift a freeze the bank did not choose to place. An AMLA Section 50(1) order is made by the Public Prosecutor [f3]. A police officer of Sergeant rank or above can freeze an account under CPC Section 116D without a court order [f4].
In both cases the bank is following an order it has no power to cancel. Complaining about the bank aims at the wrong target.
How to tell which problem you have
A compliance hold looks like an internal review. Staff say they are “checking the account” but do not name a police officer, a case number or a law. This is the kind of problem the complaint steps above are for.
A legal freeze may come with a written notice, a mention of AMLA or a section of the Criminal Procedure Code, or a call from an officer who gives their name. If that sounds like you, a bank complaint will not move it.
If the freeze is legal: what happens next
An AMLA seizure order lapses if you are not charged within 18 months [f5]. A Section 44 freeze lasts up to 90 days unless you are charged. If an agency froze your account under Section 44, you can apply to that agency in writing under Section 44A to release money for reasonable living or business costs [f6]. A more senior officer decides; no court is involved.
A police freeze under Section 116D is different: you apply to the Sessions Court to vary or cancel it. These are legal applications, not customer complaints, so they do not go through the bank. A lawyer can prepare the right application once they see your notice.
Keep a simple record
Before each step, note the date the freeze started, who you spoke to and any reference number. Keep copies of every written notice. You will not have to rebuild your story from memory each time you speak to someone new.

What order should I escalate a bank complaint in?
Start with the branch or call centre, because the bank can change its own decisions. If that fails, contact BNMLINK. If the dispute is still not settled, go to the Financial Markets Ombudsman Service (FMOS).
Can BNM or the Ombudsman lift a police or AMLA freeze?
How do I know if a complaint can fix my account problem?
If bank staff only mentioned an internal review, it may be a compliance hold the bank can lift itself, and a complaint can help. If you got a notice naming a police officer, a case number or a section of law, it is a legal freeze, and a complaint will not move it.
Do I pay to complain to BNM or the Ombudsman?
You can complain to BNMLINK and the Financial Markets Ombudsman Service (FMOS) yourself, without hiring anyone. Ask each body whether any fee applies.
What if the freeze is legal, not a bank mistake?
Then the complaint route has done what it can, and the next step is the legal order itself. An AMLA section 50 order lapses if no charge is brought within 18 months [f5], and for a Section 44 freeze you can apply in writing under Section 44A to release money for living or business costs [f6]. A lawyer can tell you which rule fits your notice.
What should I have ready before I complain?
Write down the date the freeze started, who you first spoke to and any reference number, and keep copies of any written notice. With this ready, you will not have to explain everything from the start at each step.
