Can the police freeze every account you own?

Not automatically. Police can freeze an account they suspect is linked to unlawful activity, and that can include more than one of your accounts. But a freeze targets specific accounts under suspicion; it is not a blanket block on everything in your name [f1].

The power is real, so it helps to know what it rests on.

Section 116D of the amended Criminal Procedure Code lets a police officer of Sergeant rank or above freeze an account at once, without going to court. The officer can block transactions if the account is suspected of being linked to unlawful activity [f1].

To vary or revoke this freeze, the person named applies to the Sessions Court.

Separately, under AMLA 2001 section 50(1), the Public Prosecutor may order a freeze on accounts suspected of holding money from crime [f2]. An enforcement agency can also freeze under AMLA section 44. [f5]

Why is a freeze targeted, not blanket?

Both powers depend on suspicion about particular accounts. So the freeze reaches the accounts said to be linked to the money in question.

If several of your accounts are frozen, it can mean each one is being linked to the same suspected activity. It does not mean your name has been blacklisted everywhere [f1].

What limits protect you?

Freezes do not last forever. An agency freeze under AMLA section 44 ends after 90 days if no charge is brought. [f5] A seizure order under section 52A lapses after 18 months if no charge is brought [f3]. A police freeze under section 116D lapses after 18 months if no prosecution starts [f1].

While the freeze is in place, section 44A lets you apply to vary it so money is released for reasonable living and business expenses [f4]. You make this as a written application to the agency that froze the account. This matters when a freeze cuts off money you need to live on.

What should you do if your accounts are frozen?

Find out which authority placed the freeze and why. Keep every record that shows how the money moved, and do not give a detailed statement before you understand the allegation.

A freeze is an investigation step, not a verdict [f2]. A lawyer can help you work out how your facts fit the suspicion, and can prepare an application to release funds for basic needs.

So even if several accounts are blocked, there are still steps you can take. Gather your statements, note the dates, and get advice early so you act on facts, not fear.

Can they freeze accounts at different banks?

Yes. A freeze can reach your accounts at more than one bank if each is suspected of being linked to unlawful activity [f1]. It is triggered by suspicion about specific accounts, not a blanket order on your name.

How do I find out why my account was frozen?

Ask your bank branch first; it may be able to tell you that a freeze was placed and by which authority. You can also check the PDRM Semak Mule portal to see if your account or phone number is flagged. Early advice helps you understand the basis and your next step.

Does a freeze mean I am guilty of something?

No. A freeze is an investigation step based on suspicion, not a finding of guilt or a charge [f2]. Some frozen accounts belong to people who were deceived. Keep your records and get advice before giving a detailed statement, to protect your position while the investigation runs.
