Who this page is for
You or someone in your family has a mule account problem, and explaining it in English or Malay feels like one more obstacle. This page is for Chinese-speaking readers, whether it is your own case or you are writing for a parent or relative.
It includes people whose accounts were flagged without knowing why, students who lent out a bank card without knowing the risk, and people already contacted by police. You can write in Mandarin from your first message.
Why explaining your case in Mandarin helps
A legal problem is hard to follow even in your own language, and harder in a second one under stress. You may wait too long if you are unsure how to describe dates, bank references or police terms in English.
Writing in Mandarin makes your first message more accurate and complete. The lawyer can then understand your real situation, instead of guessing at details lost in translation.
What a mule account lawyer does
A lawyer does not promise a result. They explain where you stand under the law and what your real options are, based on what happened to your account.
If your account was flagged or frozen, the lawyer checks the details: which bank, the reference number, and whether police have contacted you.
Sections 424A, 424B and 424C in plain words
Penal Code amendments in 2024 created three offences that cover mule account cases:
- Section 424A: holding or controlling someone else’s account without lawful authority. Fine of RM5,000 to RM50,000, or 6 months to 5 years’ jail, or both. [f1]
- Section 424B: handing control of your own account to someone else. Fine of RM10,000 to RM100,000, or 1 to 7 years’ jail, or both. [f2]
- Section 424C: engaging in transactions through an account without a lawful purpose. This is the most serious, with 3 to 10 years’ jail, or a fine of RM10,000 to RM150,000, or both. [f3]
Which section applies shapes your defence. A lawyer can help you work this out early, in the language you explain things best.
Why accounts are frozen without warning
A police officer of Sergeant rank or above can freeze an account and block transactions at once under CPC section 116D, with no court order. [f4] The first sign can be a card that suddenly stops working, not a phone call.
If you are not sure whether an account has been flagged, PDRM’s Semak Mule portal lets anyone check. [f5]
Local and nationwide pages
If your case is in Kuala Lumpur or the Klang Valley, our KL criminal lawyer page explains the local process. For the whole country, see our mule account lawyer page.
What to send on WhatsApp
You do not need a full case file. Send a short message in Mandarin or English saying when you noticed the problem, what the bank said, and whether police have contacted you.
Where appropriate, we can help connect you with an independent lawyer, who can explain in plain words what is likely happening and the next sensible step.
What happens if you go ahead
If you decide to instruct the lawyer, they explain what representing you involves and what comes next. That may mean gathering bank statements or preparing you before a police statement.
If you are unsure what to do right now, our what to do now guide lists the first steps to take, even before you message anyone.

Can I really explain my whole case in Mandarin, not just say a few words?
Yes. You can describe everything in Mandarin on WhatsApp: dates, what the bank or police said, and what worries you. You can ask the lawyer to work in the language you are most comfortable with.
My parent's account was frozen and they cannot explain it in English. Can I message on their behalf?
Yes. A son, daughter or younger relative can write in Mandarin for an older family member. Say what you know and that you are writing for someone else. Once the case is clearer, the lawyer can also speak to your relative directly.
I am a Chinese national studying or working in Malaysia. Does this still apply to me?
Yes. Sections 424A, 424B and 424C apply to anyone with a Malaysian bank account, whatever their nationality. [f1] If you hold a student or work pass, a lawyer can also explain how a criminal case might affect it.
What does a mule account lawyer actually do for me?
Is a Mandarin-language consultation slower than an English one?
The process works the same way. Writing in the language you know best can make your first message clearer, so the lawyer may need to ask fewer basic questions.
How much will a first consultation cost?
Describe your situation on WhatsApp first, in Mandarin or English. The lawyer can then explain your options and the likely cost before you agree to anything. Our [legal cost guide](/mule-account-legal-cost/) shows typical fee ranges.
