Bank hold or official freeze in George Town?
Not every blocked account has been frozen by an authority. Sometimes the bank itself has put a hold on it, and each needs a different response.
Find out which one you have first. A complaint to the wrong office, or a legal step when a phone call would do, only delays access to your money.
When the bank blocks the account itself
Banks monitor accounts and can hold one when a transaction looks suspicious, without any order. That is the bank’s own decision, not a court or police freeze.

When an authority orders the freeze
An official freeze comes from a legal power. Under AMLA section 50, the Public Prosecutor may order a freeze on money suspected to come from unlawful activity [f3].
A police officer of Sergeant rank or above can also freeze an account under CPC section 116D without a court order [f4]. A Semak Mule check shows whether your account has been flagged as a mule [f5]. A flag is not proof of guilt.

Complaining to the bank, BNM and the Ombudsman
For a bank hold, start with the bank’s own complaint process and keep every reference number. If that does not solve it, BNMLINK on 1-300-88-5465 is Bank Negara’s official channel [f1].
After the bank’s own process, you can take it to the Financial Markets Ombudsman Service (FMOS) [f2]. These routes deal with how the bank acted. They cannot overturn an order made by an authority.
If an authority is behind the freeze
A bank hold is the bank’s own decision. If the letter names police or another authority, the person to ask is the officer on that letter. The Pulau Pinang police contingent (IPK) is on Jalan Penang. [f7]
The Commercial Crime Investigation Department (JSJK) is a national police department. The judiciary lists Pulau Pinang among High Court locations under George Town, and the prosecution decides which court hears any charge. [f6]

Is my George Town account under a bank hold or an official freeze?

Which office do I contact if the freeze is official?
Use the officer and reference on the letter, and keep a copy. The state police contingent (IPK) is on Jalan Penang, but a letter naming a district office is the one to follow. We have not confirmed which district police headquarters (IPD) covers George Town.
