What is FATF?

FATF stands for the Financial Action Task Force. It is an international body that sets standards against money laundering and the financing of terrorism.

FATF does not run your bank, hold your account or freeze money itself. It recommends standards, and member countries are expected to reflect them in their own laws.

How do FATF standards shape Malaysian law?

FATF sets a global benchmark and each country turns it into its own rules. In Malaysia, the Anti-Money Laundering Act 2001, or AMLA, is the domestic law that gives effect to this framework. [f1]

Bank Negara Malaysia, the central bank that supervises financial institutions, then oversees how banks apply the controls. [f2] So the checks you meet at your bank trace back to international standards, but they reach you through Malaysian law.

Why can global standards reach an ordinary account?

You never deal with FATF directly, yet its influence can touch your account. The AML/CFT rules that banks follow, which can lead to checks and freezes, sit inside this wider standard.

Mule accounts are a large enforcement area: police detected 46,048 mule accounts in 2023 and 50,295 in 2024. [f3] With numbers like these, an innocent account can still be caught in a review. Being reviewed is not proof that you did anything wrong.

If your account is frozen, the useful step is to find out which local power was used, such as a police order under the Criminal Procedure Code or an AMLA order. A lawyer can explain which one applies.

What is FATF?

FATF is the Financial Action Task Force, an international body that sets standards against money laundering and terrorism financing. It does not run your bank or freeze accounts. It recommends standards, and member countries, including Malaysia, are expected to put them into their own laws.

How does FATF affect Malaysia?

FATF sets the global benchmark and each country turns it into its own law. In Malaysia, the Anti-Money Laundering Act 2001 (AMLA) gives effect to this framework, and Bank Negara Malaysia supervises how banks apply the controls. So FATF shapes the rules you meet, but only through Malaysian law.

Does FATF have anything to do with my frozen account?

Not directly. FATF does not order freezes. Your freeze comes from a Malaysian law and a local authority. The link is that the Malaysian anti-money-laundering rules behind a freeze reflect international standards. A lawyer can tell you which local power was used on your account.
