What the IP is
The investigation paper, or IP, is the police case file for a matter. It gathers the statements, documents, records and notes that the investigation produces.
The IP is a working file, not a judgment. It supports a later decision on whether the case goes forward.
What the IP holds
An IP contains statements from witnesses and suspects, documents, bank records and the investigating officer’s notes. In mule-account cases, this work may be done in the CCID at Bukit Aman. [f1]
You may not see the full IP yourself. That is one reason to understand the investigation and court process and get advice.
How the IP is used
When the investigating officer completes the IP, it goes to the prosecution. The prosecutor reviews the evidence and decides whether to charge, ask for more investigation, or take no further action.
Mule accounts are a large enforcement area: police detected 46,048 mule accounts in 2023 and 50,295 in 2024. [f2] Whether your case goes further depends on what this file contains.
Where you fit in
You cannot control the IP, but you can prepare your own honest, accurate account and keep your records in order. A lawyer can guide you on giving statements.
Article 5(3) of the Federal Constitution gives you the right to consult and be defended by a lawyer of your choice. [f3] See what a lawyer can do to approach the process with a clearer head.

What is inside an investigation paper?
It holds what the police gathered: statements from witnesses and suspects, documents, bank records and the investigating officer's notes. It is the working file behind the decision to charge. You may not see the full IP, so a lawyer can help you understand where you stand.
Who decides what happens with the IP?
When the investigating officer finishes the IP, it goes to the prosecution. They review the evidence and decide whether to charge, ask for more investigation, or take no further action. The IP is not a verdict. You can use the time to prepare your own honest account.
Can a lawyer help while the IP is being built?
Yes, even before any charge. A lawyer can advise you on giving statements, help you keep your records in order and explain the process. Article 5(3) of the Federal Constitution gives you the right to a lawyer. Early advice helps you understand your position before you give a statement.
