Who this page is for in Negeri Sembilan

Negeri Sembilan sits at the southern edge of the Klang Valley. Some people here work in Kuala Lumpur or Selangor but bank closer to home, in Seremban, Nilai, Port Dickson or Bahau.

Frozen and mule-account cases can arise anywhere in the state. The Seremban page has more on the state capital.

Does working in KL change your court?

No. The freeze and mule-account rules are federal law, the same in Negeri Sembilan as anywhere in Malaysia.

The court follows the case, not your workplace. Working in the Klang Valley does not move a Negeri Sembilan case to a Selangor or KL court.

Which courts handle Negeri Sembilan cases?

Cases from anywhere in Negeri Sembilan go through the state courts, and the High Court sits in Seremban. The prosecution decides whether a charge is heard in the Magistrates’ Court or the Sessions Court.

This applies wherever in the state the account is held, including Seremban itself.

Can you release money for daily costs?

A freeze can cut off money for rent, a car loan or daily costs. If an enforcement agency froze it under the Anti-Money Laundering Act (AMLA), you can apply in writing to that agency under section 44A. You can ask it to release money for reasonable living or business costs. [f1]

A more senior officer at the agency decides, and you need evidence; release is not automatic. A police freeze under section 116D works differently: you apply to the Sessions Court. [f2] A lawyer can tell which applies to you and prepare the application.

What does section 424B cover?

Some freezes link back to a suspected mule account. Penal Code section 424B makes it an offence to give someone else control of your own account. The penalty is a fine of RM10,000 to RM100,000, jail of 1 to 7 years, or both. [f3]

Handing over your card, PIN or online banking login can fall under it. What you knew and why you did it matter to your defence. You can check whether an account or phone number is flagged on the PDRM Semak Mule portal, which listed more than 190,000 flagged accounts in 2024 to 2025. [f4] Being flagged is not a conviction.

The Legal Aid Department (Jabatan Bantuan Guaman) office in Negeri Sembilan helps people who pass its income test. The state Bar Committee also runs a legal aid centre under the Malaysian Bar. [f5]

If you do not qualify, a private lawyer can still give you an early view of your position.

What to do first

Leave any remaining balance alone and keep every letter from the bank. Save your statements, the freeze notice and any messages that explain the transfers.

If the freeze is cutting off money for bills, ask a lawyer about a section 44A application. [f1] A lawyer can also check whether an AMLA order or a section 116D police freeze applies to your account, and what comes next.

The High Court of Seremban sits at the Seremban Court Complex (Kompleks Mahkamah Seremban), which serves as the state’s High Court venue. [f6]

Check the venue printed on any court notice instead of assuming it.

The state police headquarters (IPK Negeri Sembilan) is on Jalan Cambell in Seremban. The police list eight district headquarters (IPD): Seremban II, Jelebu, Jempol, Kuala Pilah, Nilai, Port Dickson, Rembau and Tampin. [f7]

Someone in Nilai or Port Dickson may be called to a different district office from someone in Seremban, so ask which IPD has the file. Ask the officer to confirm in writing which unit is handling the matter, and whether you are being called as a witness or as a suspect.

If cost is a worry, the Legal Aid Department (JBG) has a Negeri Sembilan office [f9] and the Malaysian Bar runs a Legal Aid Centre in Seremban [f8]. They decide who qualifies.
