Who is this page for in Selangor?
Freeze and mule-account cases can arise anywhere in Selangor, from Shah Alam and Petaling Jaya to Klang, Subang Jaya, Kajang and Ampang.
The law that froze your account is national and reads the same in every district. Only the police station and the courthouse change with your address. Read this page for how it works, then open your town’s page for local detail.
Does the law change between Selangor districts?
No. The freeze and mule-account rules come from federal law, so they work the same from Sungai Buloh to Semenyih.
Nobody gets a softer or harsher rule because of the town where they bank. The offences, the penalties and the 18-month AMLA limit are the same across the state.
Which court hears a Selangor freeze case?
Selangor has High Court seats at Shah Alam and Klang. Sessions and Magistrate courts sit at Shah Alam, Klang, Petaling Jaya, Ampang, Selayang, Kajang, Bangi, Sepang, Kuala Selangor and Kuala Kubu Baru. [f7]
The prosecution decides whether a charge is heard in the Magistrates’ Court or the Sessions Court. Which court is nearest to you depends on where the case is registered, so ask the officer or your lawyer for the court name.
For one town, open Shah Alam, Petaling Jaya, Klang or Subang Jaya.
Which police units cover Selangor?
The Selangor contingent headquarters (IPK) is at Persiaran Kayangan, Seksyen 9, Shah Alam. Under it are district headquarters (IPD) including Petaling Jaya, Subang Jaya, Klang Utara, Klang Selatan, Kajang, Ampang Jaya, Gombak, Sepang and Sabak Bernam. [f8]
If you are asked to give a statement, write down the station and the officer’s name. Tell a lawyer before you go.
How can money be frozen in Selangor?
There are two main powers. Under AMLA 2001 section 50, the Public Prosecutor may order a freeze on an account suspected of holding proceeds of unlawful activity, and section 52A makes that order lapse after 18 months if the person is not charged. [f1]
Under the 2024 amendments, a police officer of Sergeant rank or above can also freeze an account without a court order under section 116D. [f2] Which power was used decides how you can respond, and a lawyer can find that out for you.
What is the offence of handing over your own account?
Some freezes start with a suspected mule account. For example, Penal Code section 424B makes it an offence to give someone else control of your own account. The penalty is a fine of RM10,000 to RM100,000 or 1 to 7 years’ jail, or both. [f3] What you knew and why you did it matter to your defence.
You can check whether your account is flagged on the PDRM Semak Mule portal, which recently listed more than 190,000 flagged accounts. [f4] A flag is not a conviction.
Where can I get legal help in Selangor?
The Legal Aid Department (Jabatan Bantuan Guaman) has a Selangor office and may give help at low or no cost if your income qualifies. [f6] The Bar Council Legal Aid Centre for Selangor is in Shah Alam, and the Selangor Bar Committee is part of the Malaysian Bar. [f9]
If you were scammed rather than involved, call the National Scam Response Centre on 997. It takes reports and can trigger urgent freezes. [f5]
You can also message us on WhatsApp from anywhere in Selangor. Nobody needs to travel to Shah Alam to ask for a referral to an independent law firm.
What should I do now if my account is frozen in Selangor?
Leave any remaining balance alone and do not ignore the bank’s letters. Gather your statements, the freeze notice and any messages that explain the transfers. If a scam was involved, call 997. [f5]
Note which police station or court is named on any paper you receive. Then ask a lawyer whether this is an AMLA order or a police freeze, and what happens next.

Which court handles a Selangor freeze case?
The High Court sits at Shah Alam and Klang, and Sessions and Magistrate courts sit in ten places including Petaling Jaya, Kajang, Ampang and Kuala Selangor [f7]. The prosecution decides whether a charge goes to the Magistrates' Court or the Sessions Court. Ask for the court name on your notice or charge sheet instead of guessing.
Does the freeze law change between Klang and Kajang?
No. AMLA, the Criminal Procedure Code and the Penal Code mule offences are federal laws that apply the same way in every Selangor district. Only the police station and the nearest courthouse change from town to town. The offences, penalties and the 18-month AMLA limit are the same across the state.
How long can a Selangor account stay frozen?
An AMLA order made by the Public Prosecutor lapses if the person is not charged within 18 months. A police freeze under section 116D is a separate power. A lawyer can tell you which one applies to you and when its limit runs out.
Which police station might contact me in Selangor?
That depends on where the report was made or the account is linked. Selangor has a contingent headquarters in Shah Alam and district headquarters from Sabak Bernam to Sepang [f8]. Write down the station and officer named in any call or letter, and tell a lawyer before you go.
