Who gets caught in this in Ampang?
Some Ampang households move money across borders. They send money home, or receive support from family abroad. For some, one account takes in salary and sends money out every month.
Banks monitor account activity, and frequent cross-border transfers or top-ups from other people can draw attention. If one incoming transfer turns out to be scam money, the account is frozen, and a careful sender is the one asked to explain.
Is the law the same for foreigners?
Yes. The freeze rules and mule-account offences apply to anyone with a Malaysian bank account, whatever their nationality. Under AMLA 2001 section 50, the Public Prosecutor can order a freeze on an account suspected of holding money from crime [f1].
That order lapses if the person is not charged within 18 months [f2]. Under the 2024 amendments, a police officer of Sergeant rank or above can also freeze an account straight away, without a court order [f3].
The Ampang court and the Ampang Jaya police district
Ampang has its own Sessions and Magistrates court. The directory also lists High Courts at Shah Alam and Klang but does not say which would take an Ampang case, so ask your lawyer when it matters. [f6]
Mind the name on police papers. The PDRM directory lists the district as Ampang Jaya, not Ampang. [f7] A notice from Ampang Jaya police is therefore the district office, and your lawyer can contact the officer in charge.
If cost is your first worry. The Legal Aid Department lists a Selangor office and the Bar Council has a Legal Aid Centre in Shah Alam. [f8] [f9] You can also message us and ask for a referral to an independent law firm.
What if your income is stuck?
A freeze blocks the money for now. In some cases you can apply to release money for reasonable living costs while the freeze runs. A lawyer can prepare that application with your pay slips and transfer history.
The mule-account offences are in Penal Code sections 424A to 424C, and the most serious carry heavy penalties [f4]. If you were scammed while transferring, call the National Scam Response Centre on 997 straight away [f5]. See finding legal help for your options.
What to do in the first hours
Do not move any money that is left. Do not ignore letters or calls from the bank or the police. Collect your bank statements, remittance receipts and the freeze notice.
Get advice before you give any statement. See the immediate steps in first hour actions, or send us a short message about what happened.

Why are remittance senders in Ampang exposed to this?
Some Ampang residents send money home or receive it from abroad. Banks monitor account activity, and frequent cross-border transfers or top-ups from other people can draw attention. So an honest sender can have an account frozen because of who paid money in, not because of anything they did.
Does the law treat me differently as a foreigner?
No. The freeze rules and mule-account offences apply to anyone with a Malaysian bank account, whatever their nationality. If you are arrested, you have a constitutional right to consult a lawyer of your choice. If language is a problem, say so early, because a clear explanation of your transfers helps a lawyer help you.
Which court is nearest to Ampang?
The directory lists a Sessions and Magistrates court at Ampang, and High Courts at Shah Alam and Klang. [f6] It does not say which High Court takes Ampang cases. The prosecution decides where a charge is heard, so read the charge sheet.
My salary and remittances are stuck. Can I get any money released?
Sometimes. If an enforcement agency froze the account under AMLA, you can apply in writing to that agency to release money for reasonable living costs. For a police freeze under the Criminal Procedure Code, you apply to the Sessions Court. A lawyer can prepare the application with your pay slips and transfer history.
I was scammed while transferring. What now?
Report it at once. Call the National Scam Response Centre on 997, which can trigger an urgent freeze on the account that received your money. Save every receipt and message. A prompt report gives the police a record that you raised the alarm yourself.
