Bank Freeze Versus Police Freeze
Your account is frozen: learn whether your bank or the police froze it, and why it matters.

Not every locked account is a police case
When your account stops working, it is easy to assume the police did it. Sometimes they did not. A bank can hold an account under its own rules, quite apart from any criminal freeze.
Knowing which one you have tells you who to deal with, where to complain, and how worried you need to be.
The bank freeze: the bank’s own decision
Banks must watch for risk and fraud. A bank may hold an account because of unusual activity, a missing document, a failed identity check, or its own fraud checks.
This is the bank’s decision, not a criminal order. There may be no police case at all, so the reason the bank gives you matters.
The police freeze: a criminal power
A police freeze works differently. A police officer of Sergeant rank or above can freeze an account at once under CPC section 116D, without a court order, if they suspect a link to an offence [f2].
Another route is an AMLA order, where the Public Prosecutor may order a freeze on money suspected to come from unlawful activity [f3]. Both mean someone suspects a crime. Neither is routine bank checking.
How to tell them apart: who acted, and under what law
Check your notice for two things: who froze the account, and whether it names a law. A bank hold can come from the bank’s own team and may name no law.
A police freeze names a power such as section 116D [f2] or an AMLA order [f3]. That detail tells you far more than the word “frozen” does.
Where you complain is different
For a bank hold, complain to the bank in writing first. If that fails, go to Bank Negara Malaysia through BNMLINK on 1-300-88-5465 [f1], or to the Financial Markets Ombudsman Service (FMOS) [f4].
These banking channels cannot lift a police freeze, because it is a criminal matter.
If the police froze your account under section 116D, you can apply to the Sessions Court to change or cancel the order. A lawyer can prepare that application and speak to the police for you.
Checks that help in both cases
Keep the notice and your bank records, and send your questions to the bank in writing. If you worry about being accused of running a mule account, the Semak Mule portal lets you check whether an account or number is flagged [f5].
Written records help you whether you face a bank complaint or a police investigation.
When both happen at once
Sometimes both apply to the same account. A bank may hold an account on its own suspicion, and a police freeze under a legal power may follow [f2].
If that happens, one channel will not fix both. Deal with the bank side through the bank and Bank Negara Malaysia [f1]. Treat any police freeze or AMLA order as a criminal matter.
Keep the two apart in your notes and papers. Then you will not send the right question to the wrong place.

How do I know if the bank or the police froze my account?
Who do I complain to about a bank freeze?
First, complain to the bank in writing and ask for the reason and what would end the hold. If that goes nowhere, call Bank Negara Malaysia's BNMLINK on 1-300-88-5465 [f1], or take it to the Financial Markets Ombudsman Service (FMOS) after the bank's own process [f4]. These routes are for a bank hold, not a police freeze.
Does a bank freeze mean the police are investigating me?
Not always. A bank can hold an account after its own risk checks, a missing document or unusual activity, with no criminal case at all. A police freeze is different: it is made under a legal power because of a suspected offence [f2]. The law named in your notice tells you which one you have.
