Kota Bharu Frozen Account: What Happens Next
Here is how a Kota Bharu account freeze unfolds, and where a lawyer steps in.

The day your Kota Bharu account stops working
A freeze can come without warning, whether you bank in Kota Bharu or live in a Kelantan district such as Pasir Mas or Tumpat. A card is declined, a transfer fails, or the banking app shows a hold you did not place.
What follows happens in clear stages. Knowing them helps you plan, and shows where a lawyer can help at each point.
If the freeze is only hours old, the first-hour actions guide covers what to do straight away.
Confirm the freeze and keep the notice
First, confirm the freeze and find out who ordered it. Ask your bank to confirm the hold and, if it is allowed to, which authority asked for it.
A freeze can now happen almost at once. Section 116D of the Criminal Procedure Code lets a police officer of Sergeant rank or above freeze an account without a court order. They only need to suspect a link to crime. [f1]
Keep the notice, any reference number and the date.
Check Semak Mule to see why
Next, find out what triggered the freeze. The police (PDRM) Semak Mule portal shows whether your account or a linked phone number is flagged as a mule account. [f2]
A flag may mean a scam victim reported a transfer into your account. That report starts the process, but it does not decide whether you did anything wrong.
If it is not a police freeze, it may be an AMLA order. Under section 50(1) of the Anti-Money Laundering Act (AMLA) 2001, the Public Prosecutor can order a freeze on accounts suspected of holding money from crime. [f3]
The investigation stage
After the freeze, investigators look at the account. This is when your side of the story matters, and when a lawyer can put it to them in writing.
An AMLA order cannot last forever. An enforcement agency freeze under section 44 lasts up to 90 days unless you are charged, and an order under section 50 lapses after 18 months if you are not charged (section 52A). [f4] The freeze duration guide explains the time limits.
Asking for money for daily needs
A freeze hurts most when rent or wages are due. AMLA section 44A lets you apply in writing to the enforcement agency that froze the account under section 44, asking it to change the freeze so money is released for reasonable living or business costs. [f5] A more senior officer decides.
It is not automatic. The decision is based on your documents, so show your real, regular bills. For a section 116D police freeze, you apply instead to a Sessions Court.
A lawyer can prepare and submit either application. See what else a lawyer can handle in what a lawyer can do.
Which Kelantan police office could contact you
IPK Kelantan is on Jalan Bayam in Kota Bharu, and the city has its own district headquarters, IPD Kota Bahru. [f7] Bachok, Gua Musang, Jeli, Kuala Krai, Machang, Pasir Mas, Pasir Puteh, Tanah Merah and Tumpat each have one too. [f8]
A call or letter about your frozen account should name the office, the officer and a date. Write all three down, keep the paper, and bring your bank statements and freeze notice when you attend.
Where a Kelantan case goes next
The national Commercial Crime Investigation Department (JSJK/CCID) at Bukit Aman handles these cases. The Kelantan police contingent (IPK) and the district police HQ (IPD) are the local offices. If a charge follows, the prosecution decides whether a Magistrates’ Court or Sessions Court hears it. The High Court of Kota Bharu is the higher court in the state. [f6]
If cost is a worry, the Legal Aid Department has a Kelantan office and a Gua Musang office, and may help if your income qualifies. [f9] The Kota Bharu page explains more about how these cases run locally.

How do I find out why my Kota Bharu account was frozen?
Do two checks. Ask your bank to confirm the freeze and, if it can, which authority asked for it. Then search the police (PDRM) Semak Mule portal to see whether your account or a linked phone number is flagged as a mule account. Together they show whether this is a police freeze or an AMLA order, which decides your next steps. [f2]
How quickly can a freeze happen in Kelantan?
It can be almost at once. Section 116D of the Criminal Procedure Code lets a police officer of Sergeant rank or above freeze an account without a court order. They only need to suspect a link to crime. You may only find out when a card is declined. The law is federal, so it works the same way across Kelantan. [f1]
Is there a date when the freeze must end?
For an AMLA order, yes. An enforcement agency freeze under section 44 lasts up to 90 days unless you are charged, and an order under section 50 lapses after 18 months if you are not charged (section 52A). A section 116D police freeze lapses after 18 months if no one is prosecuted. A lawyer can work out which power applies to you and keep track of the right date. [f4]
Can I get money released for rent and food while I wait?
You can apply. AMLA section 44A lets an account holder ask for the freeze to be changed to release money for reasonable living or business costs. It is not automatic: you apply in writing to the agency that froze the account, and a more senior officer decides on your documents. A lawyer can prepare the application with proof of your regular bills. [f5]
What should I avoid doing right now?
Don't move money through new accounts, and don't ignore letters from the bank or police. Keep every notice and reference number, and don't give a statement to investigators alone before you understand whether it is a police freeze or an AMLA section 50(1) order. [f3] If cost is a worry, the Legal Aid Department in Kelantan may help.
