What is a financial institution?
A financial institution is a licensed body that holds deposits and processes payments, such as a bank. These bodies are regulated because they handle the public’s money. When an account is frozen, the institution holds the funds.
For a legal freeze, the institution is not the one who decided. It carries out a block on legal authority. A bank can also pause an account on its own checks, which is a compliance hold, not a freeze order. So the bank that holds your money is not always the one that decided to block it.
Who supervises financial institutions?
Bank Negara Malaysia supervises financial institutions in Malaysia. It also runs BNMLINK, its official complaints channel, on 1-300-88-5465. [f1] If your concern is how the bank handled your account, you can use that channel.
A complaint about service is not the same as a legal challenge to a freeze, and it is separate from any criminal investigation. Knowing which is which keeps your next steps focused.
How does a freeze reach my money?
A freeze reaches your money through the bank that holds it, but the power comes from the law.
Under section 116D of the Criminal Procedure Code, added in 2024, a police officer of Sergeant rank or above can freeze an account and block transactions straight away, without a court order, on suspicion of a link to unlawful activity. [f2]
There is also an anti-money-laundering route. Under AMLA section 50, the Public Prosecutor can order a bank not to let suspected proceeds of unlawful activity be dealt with. [f3] A lawyer can tell you which power applies to your account and what steps follow.

Who counts as a financial institution?
Licensed banks are the main example, along with other licensed bodies that take deposits or handle payments. What they share is that they hold your money and process transactions under supervision. When your account is frozen, the institution holding the money applies the block.
Who supervises banks in Malaysia?
Bank Negara Malaysia supervises financial institutions and runs BNMLINK as its official complaints channel. If you have a complaint about how a bank handled your account, you can use it. A complaint about service is separate from any criminal matter, and a lawyer can help you pick the right route.
Can a bank freeze my account on its own?
A bank can pause or restrict an account itself under its own anti-money-laundering checks. A legal freeze is different: a police officer, the Public Prosecutor or an enforcement agency orders it, and the bank carries out the block. Knowing which authority acted shows you what steps may be open to you.
