Your account is frozen and you are in Ipoh
Ipoh is the capital of Perak and home to the state’s High Court. If you live or bank in the Kinta Valley and your account is frozen, the higher court that could hear your case sits in the city.
The freeze rules come from national law, so they are the same as anywhere in Malaysia. What is local is which court hears you, who investigates, and where you can get help.
If you are new to this, start with how account freezes work.
The national laws behind a freeze
A freeze can come from AMLA 2001 section 50. It lets the Public Prosecutor freeze accounts suspected of holding money from crime. [f1]
Under the 2024 amendments, a police officer of Sergeant rank or above can also freeze an account without a court order. This power is in Criminal Procedure Code section 116D. [f2]
If police say your account was used as a mule account, the Penal Code applies. That includes section 424B, the offence of handing control of your own account to someone else. [f3]
The Perak courts that hear your case
The Perak High Court sits in Ipoh and hears the higher-level cases. The prosecution decides whether a charge is heard in the Magistrates’ Court or the Sessions Court.
A Public Prosecutor’s AMLA order lapses after 18 months without a charge. The limit was 12 months before 1 March 2026. In Lim Hui Jin v CIMB Bank Bhd & Ors, the Court of Appeal held that an order lapsed after the 12-month limit then in force, and the money was returned. [f4]
A lawyer can use rulings like this to challenge a freeze that runs too long.
Who investigates in Perak
The national Commercial Crime Investigation Department (JSJK/CCID) at Bukit Aman handles these cases. The Perak police contingent (IPK) and the district police HQ (IPD) are the local offices. The Bukit Aman Commercial Crime Investigation Department coordinates them nationally.
If you are called to give a statement, get advice first. What you say early on matters.
Low-cost legal help in Ipoh
The Legal Aid Department (Jabatan Bantuan Guaman) office in Perak helps people within its income limits. [f5] The Perak Bar Committee also runs a Legal Aid Centre under the Malaysian Bar.
If you want a private lawyer, what a lawyer can do explains how they help in practice.
What to do next
Leave the account alone and do not contact the officer before you get advice. Keep your freeze reference number and every letter or message about the freeze.
Then ask a lawyer to look at your case. A lawyer can tell you which body froze the account and how to apply to release funds.
Where things are in and around Ipoh
The High Court sits in Ipoh. [f6] The Perak police contingent is based in the city, and Ipoh also has its own district police headquarters. [f7]
If you live in Kampar, Batu Gajah, Kuala Kangsar, Taiping or Tapah, your district has its own police headquarters. [f10] The notice or call you receive will say which office wants you and when.
For low-cost help, the Legal Aid Department has a Perak office and a Taiping office. [f8] The Malaysian Bar runs its Perak Legal Aid Centre in Ipoh. [f9] A WhatsApp message needs no travel, and we can refer you to an independent law firm.

Ipoh is the Perak state capital and home to the High Court for Perak. Higher-level frozen account and mule account cases in the state are heard there. The prosecution decides whether a charge is heard in the Magistrates' Court or the Sessions Court.
Is the freeze law different in Perak?

Has the AMLA freeze limit ever been tested?
Yes. In Lim Hui Jin v CIMB Bank Bhd & Ors, the Court of Appeal held that a Public Prosecutor's AMLA order lapsed after the 12-month limit then in force, and the money was returned. The limit has been 18 months since 1 March 2026 [f4]. A lawyer can use rulings like this to challenge a freeze that runs too long. The same rules apply in Perak as anywhere else.

I live outside Ipoh, in Kampar or Taiping. Do I have to travel to ask for help?
No. If you are considering representation, you can request independent lawyer contact by WhatsApp without sending notices or other documents. Where you attend a statement or hearing is set by the police or court notice, and each Perak district has its own police headquarters.
