Frozen accounts in Johor, Malaysia’s southern gateway
Johor sits at the southern tip of Malaysia, across the strait from Singapore. Freeze and mule-account cases happen across the state, from Johor Bahru to Batu Pahat, Muar and Kluang.
Cross-border transfers can make an investigation look complicated. But the law behind it is the same national law used everywhere in Malaysia [f1].
Are the freeze rules different in Johor?
No. Malaysia’s freeze and mule-account laws are federal. They apply the same way whether the account was opened in Johor Bahru, Segamat or Pontian [f1].
Living in a border state does not change the rules. Only the police contingent and the courthouse are local, not the offences or penalties.
Which courts hear Johor cases?
The High Court has two seats in Johor, at Johor Bahru and at Muar [f7]. The prosecution decides whether a charge is heard in the Magistrates’ Court or the Sessions Court.
Your summons or charge sheet names the exact court, and a lawyer can confirm it. This applies wherever in the state your account is based, including Johor Bahru itself.
Police in Johor: IPK and district stations
The Johor Police Contingent (IPK Johor) is headquartered on Jalan Tebrau in Johor Bahru [f8]. Johor also has district police headquarters (IPD), including Johor Bahru Selatan, Johor Bahru Utara, Iskandar Puteri, Kulai, Muar, Batu Pahat, Kluang, Segamat and Pontian [f8].
If an officer asks you to come in for a statement, write down the station, the officer’s name and the date, and speak to a lawyer before you go.
How does a Johor account get frozen?
There are two main powers. Under AMLA 2001 section 50, the Public Prosecutor can freeze an account suspected of holding money from crime, and section 52A makes that order lapse after 18 months if the person is not charged [f1].
Under the 2024 amendments, a police officer of Sergeant rank or above can also freeze an account and block its transactions under section 116D, without a court order [f2].
The heaviest charge: moving money through an account
When money passes through an account, investigators may look at Penal Code section 424C. It is the most serious mule-account offence and covers transactions through an account without a lawful purpose. It carries 3 to 10 years in jail, or a fine of RM10,000 to RM150,000, or both [f3].
You can check whether an account or phone number is flagged on the PDRM Semak Mule portal, which recently listed more than 190,000 flagged accounts [f4]. A flag is a warning, not proof of guilt.
Where to find a lawyer or legal aid in Johor
The Legal Aid Department (Jabatan Bantuan Guaman) lists offices in Johor and in Muar [f9]. The Malaysian Bar runs legal aid centres in the Ibrahim International Business District and in Muar [f10].
Each has its own criteria, so ask whether you qualify. If you hire a private lawyer, Bar Council guidance on legal costs tells you what to expect [f6].
If you were scammed, call the National Scam Response Centre on 997. It takes reports and can trigger an urgent freeze to protect your money [f5].
What to do first in a Johor case
Leave any money that is left in the account alone, and keep every letter from the bank. Save your statements, the freeze notice and any messages showing where the money went, including transfers to Singapore.
If a scam was involved, report it to 997 straight away [f5]. Then speak to a lawyer. They can tell you whether an AMLA order or a section 116D police freeze applies, and plan the next steps for a Johor Bahru or wider Johor case.

Which Johor court and police office would my case involve?
The High Court sits at Johor Bahru and at Muar. Police work runs through the Johor contingent in Johor Bahru and district headquarters such as Muar, Batu Pahat or Kluang. Your summons, charge sheet or call-in letter names the exact court or station, and a lawyer can confirm it.
My money moved to or from Singapore. Does that change the law?
No. Malaysian offences and freeze powers still apply to a Johor account, wherever the money went. Cross-border transfers can make the investigation more complex, but AMLA, section 116D and the Penal Code mule-account offences still govern it. A lawyer can explain how the overseas part affects your case.
What is the heaviest mule-account charge I might face in Johor?
Penal Code section 424C, which covers transactions through an account without a lawful purpose. It carries 3 to 10 years in jail, or a fine of RM10,000 to RM150,000, or both. Section 424A covers controlling someone else's account, and section 424B covers handing over your own; which one applies, if any, depends on the facts.
How long can a Johor account stay frozen?
An AMLA order made by the Public Prosecutor lapses if the person is not charged within 18 months. A police freeze under section 116D lapses after 18 months if no charge is brought. A lawyer can tell you which power froze your account and whether its limit has passed.
Where can I get legal aid in Johor?
The Legal Aid Department has offices in Johor and in Muar, and the Malaysian Bar runs legal aid centres in the Ibrahim International Business District and in Muar. Each has its own criteria, so ask the centre whether you qualify. If you hire a private lawyer, Bar Council guidance on legal costs helps you understand what the fees should cover.
