How is Putrajaya different from a state?
Putrajaya is the federal administrative centre and a federal territory, not part of any state. That does not change the law that can freeze your account.
It does change where your police matter goes: Putrajaya is one of the six districts of the Kuala Lumpur police contingent. [f6] So your file may sit with the KL contingent, even though you live or work in Putrajaya.
Where would a Putrajaya case be heard?
The list of High Court locations names Kuala Lumpur and Shah Alam, and does not name Putrajaya. [f9] We have not confirmed which lower court covers Putrajaya, so do not assume.
The charge sheet or summons names the court for each date. The prosecution decides whether a charge goes to the Magistrates’ Court or the Sessions Court.
Where do you find legal help?
The Bar lists no committee for Putrajaya. Its legal aid centre for the area is the Kuala Lumpur one, at Wisma Badan Peguam Malaysia. [f8]
The Legal Aid Department has its headquarters in Putrajaya, Presint 3, but its branch list has no separate Putrajaya office. [f7] Ask the department which branch handles your case, and bring your freeze letter, bank notices and IC.
How long can a freeze last?
The freeze powers are national. Under the Anti-Money Laundering Act 2001 (AMLA) section 50, the Public Prosecutor can order a freeze on an account suspected of holding money from crime [f1].
Under section 52A, that order lapses if the person is not charged within 18 months, and a court cannot extend it [f2]. This is the legal maximum, not a timetable for your account.
What is the offence, and what are your rights?
Mule-account offences are in the Penal Code. Section 424A covers possessing or controlling someone else’s account without lawful authority, with a fine of RM5,000 to RM50,000, jail of six months to five years, or both [f3].
What you knew and why you acted matter to your defence. Article 5(3) of the Federal Constitution gives an arrested person the right to consult a lawyer of their choice [f4]. Ask for legal advice before you give a statement.
See account holder rights and first hour actions. The Legal Aid Department may help people who pass its income test. [f5]

Does being a federal territory change the law for Putrajaya?
No. The freeze and mule-account law is federal, so it applies in Putrajaya exactly as in any state. What differs is the local setup: which police contingent covers you, which court is named on your papers and where the nearest legal aid office is.
Which police office covers Putrajaya?
Putrajaya is one of six districts of the Kuala Lumpur police contingent, along with Brickfields, Cheras, Dang Wangi, Sentul and Wangsa Maju [f6]. So a police matter from Putrajaya is handled under the KL contingent. If an officer calls, ask for the name and station and write them down.
Which court would hear a Putrajaya case?
The list of High Court locations includes Kuala Lumpur and Shah Alam but does not name Putrajaya [f9]. We have not confirmed which Sessions or Magistrates' Court would take a Putrajaya charge. The charge sheet or summons names the court for each date, and the prosecution decides between the Magistrates' Court and the Sessions Court.
Is there a Putrajaya Bar or legal aid centre?
The Bar lists no committee for Putrajaya, and its Kuala Lumpur legal aid centre is at Wisma Badan Peguam Malaysia [f8]. The Legal Aid Department has its headquarters in Putrajaya, Presint 3 [f7], but its branch list shows no separate Putrajaya branch. Ask the department which office takes your case.
The police contacted me. What are my rights?
Article 5(3) of the Federal Constitution gives an arrested person the right to consult a lawyer of their choice [f4]. If the police contact you for a statement, get advice before it is recorded, especially if the allegation or the documents shown to you are unclear.
