What it means
Bank Negara Malaysia is the country’s central bank. It supervises banks and protects the stability of the financial system. Some people assume it freezes individual accounts, but that is not how a mule-account freeze happens.
This tells you where to send your questions. Bank Negara sits above the banks. It is a regulator, not the police.
What Bank Negara does
Bank Negara Malaysia has supervisory powers over the banking system. It runs BNMLINK on 1-300-88-5465 as its official complaints and enquiry channel [f1].
Use that channel for questions about how a bank treated you. It cannot reverse a criminal freeze, which is decided elsewhere.
Who actually orders a freeze
Freezes come from investigators. Under the CPC (Amendment) Act 2024 section 116D, a police officer of Sergeant rank or above can freeze an account without a court order. That is a police power, not a central-bank one [f2].
So the central bank is not the body behind your freeze. The useful step is to find out which investigating power was used.
Where to take a bank complaint
If your problem is how a bank behaved, there is a route. After you complain to the bank, the Financial Markets Ombudsman Service (FMOS) is the next step [f3].
For the short form and practical steps, see our page on BNM, and read understanding account freezes to place your situation. If you cannot tell which power froze your account, a lawyer can help you find out and respond.

What is Bank Negara Malaysia?
Bank Negara Malaysia is the country's central bank. It supervises banks, oversees the financial system and handles complaints through official channels. It is a regulator, not a police agency, so it is not the body that orders a criminal freeze on your account.
Did Bank Negara freeze my account?
Not directly. In mule-account cases a freeze comes from the police (CPC s116D), an enforcement agency (AMLA s44) or the Public Prosecutor (AMLA s50). Your bank only carries out the order. The reason for your freeze lies with the investigators, so ask which power was used.
Can Bank Negara help with a bank complaint?
For complaints about how a bank treated you, BNMLINK takes enquiries and complaints. The Financial Markets Ombudsman Service (FMOS) is the next step after you have complained to the bank. Neither lifts a criminal freeze, which is a separate legal process to discuss with a lawyer.
