What is a Semak Mule flag?

Semak Mule is a database run by PDRM (the Royal Malaysia Police). It records people linked to mule accounts, meaning bank accounts used to move scam money. [f1] Once your name or IC number is in it, every bank in Malaysia can see it.

The flag is shared by all participating banks and financial institutions. [f2] That is why Bank A rejects you and then Bank B does too. It is not bad luck, and it is not one bank’s choice.

Why can’t I open a new bank account?

When you apply, the bank checks your identity against Semak Mule and against Bank Negara Malaysia’s central records. [f4] If you are flagged, the application is turned down.

Every licensed bank runs this check. Another bank or another branch will give the same answer, because the flag sits on your identity, not on one bank.

Student accounts, youth savings accounts and basic accounts are checked the same way. [f5] No type of account skips the screening.

How did I get flagged?

A flag can start because money linked to a crime passed through your account. You may not have known at the time.

You received scam money. If someone sent money to your account and it came from a scam victim, your account becomes part of the investigation. One transfer is enough.

You lent your account. Giving someone your account details, ATM card or online banking login can bring a flag under Penal Code section 424B. This can happen to students who helped a friend or took a “part-time job” that was really mule recruitment.

You sold your account. Selling a bank account for cash is a crime. The buyer may use it to launder money.

For how account freezes work in general, see our guide to understanding account freezes.

What does it mean for students and young adults?

Students and young adults can be caught out by fake part-time jobs, pressure from friends and not knowing the banking rules.

A flagged student may struggle to receive PTPTN loan money, scholarship payments or money from family.

Section 424B covers handing over control of your own account, and it carries a fine or jail, or both. Get legal advice early.

How is the flag cleared?

The flag does not expire on its own. [f3] It stays until the investigation behind it ends, in one of these ways.

The investigation is closed. If the investigating officer (IO) decides you were not part of the crime, the case can be closed and the flag removed. A lawyer can give the IO evidence that you did not know.

No further action (NFA). The IO or the Attorney General’s Chambers may decide not to take the case further. An NFA supports removing the flag.

You are acquitted in court. If you are charged and then found not guilty, the flag should be removed after the court’s decision.

In each case, a qualified lawyer can deal with the authorities for you and tell you which of these routes fits your case.

What should I do now?

Check your status. Go to semakmule.rmp.gov.my and enter your IC number to see if you are flagged.

Collect your documents. Keep your bank statements, any police reports you made or received, and anything that explains the transfers behind the flag.

Do not open an account in someone else’s name. Using another person’s identity or account to get around the flag adds new criminal risk for both of you.

Talk to a lawyer. A lawyer who handles mule account cases can review your facts, speak to the IO and tell you which route fits your case. Our guide on what to do now lists more first steps.

How do I manage money without a bank account?

While the flag is being dealt with, you still need a way to get paid and pay bills.

Some employers can pay salary by cheque for a while, so ask your HR department. Do not have your salary or other money paid into someone else’s account, even a family member’s. That is the pattern police look for in mule account cases.

Some e-wallets may still work, depending on their checks. Ask the provider how they screen users.

These are stopgaps. The real fix is ending the investigation so the flag is removed.

Why does every bank reject my account application?

Banks check the Semak Mule database before they open an account. If your name or IC number is flagged, every participating bank sees the same flag. It is one shared record, not a decision by any single bank.

How do I check if I have a Semak Mule flag?

Go to the Semak Mule portal at semakmule.rmp.gov.my and search with your IC number. The result shows whether your name is flagged. If it is, the portal may also show which authority is investigating.

How long does a Semak Mule flag last?

There is no fixed expiry date. The flag stays until the police investigation behind it ends. That can be the case being closed, the investigating officer clearing you, or the court case finishing.

I am a student who lent my account to a friend. What happens now?

Letting someone else use your account can be an offence under Penal Code section 424B. The penalty is a fine of RM10,000 to RM100,000 or one to seven years in jail. The flag stays until the investigation ends, and a lawyer can tell you how much risk you face.

Can a lawyer help me clear the flag faster?

A lawyer can speak to the investigating officer, hand over evidence that you did not know about the scam, and ask for the flag to be reviewed. There is no guaranteed shortcut. Getting advice early is better than waiting.

Can I use e-wallets or digital payment platforms instead?

Some e-wallets run their own checks, which may or may not include Semak Mule. If the e-wallet is linked to a frozen bank account, payments can still be blocked. A lawyer can tell you what is safe to use in your case.
