Who this page is for
Your account is frozen, and the notice about it is in English or Malay legal language that is hard to follow. This page is for Chinese-speaking readers who want it explained in Mandarin before deciding what to do.
That includes people with personal accounts, students, and Chinese-Malaysian business owners whose company accounts were blocked after a transaction review. You can write and ask questions in Mandarin or English from your first message.
Why the freeze notice is hard to understand
Freeze letters can cite sections of AMLA, the Penal Code or the bank’s own rules. The terms are hard even in your first language. Some people put off getting help simply because they cannot tell what the notice says.
A lawyer can read a photo of the letter and explain it to you in Mandarin. That includes which authority is behind it and what it means for your account.
Who can freeze an account?
Freezes come from different places, and which one applies to you decides what happens next.
- The Public Prosecutor can order a freeze under AMLA section 50(1) on accounts suspected of holding money from crime. [f1]
- The police can freeze an account directly under CPC section 116D. This needs an officer of Sergeant rank or above who suspects a link to crime. [f4]
- An enforcement agency (for example the police, Bank Negara or MACC acting under AMLA) can freeze property under section 44 while it investigates. If no one is charged, that order ends after 90 days. [f7]
Finding out which one applies is one of a lawyer’s first steps. Our understanding account freezes guide explains each of them in more detail.
Why a business account can be frozen
Import-export, online retail and F&B businesses can move money in ways that trigger the bank’s own checks, even when nothing is wrong. If your family business account was frozen like this, a lawyer can confirm who froze it. They can also check whether a section 44A application could release money for wages or suppliers. [f3]
This is not the same as a mule account case, though people mix them up. If you face a mule account charge, our mule account defence guide covers that in more depth.
How long can a freeze last?
It depends on who issued it. An agency freeze under AMLA section 44 ends after 90 days if no one is charged. [f7] A seizure order under section 52A lapses after 18 months if no one is charged. [f2]
A police freeze under section 116D also lapses after 18 months without a prosecution. Before then, its length depends on how the investigation goes.
Once you know which authority froze your account, our freeze duration guide gives more detail for each one.
Can I get money released while frozen?
A frozen account does not always mean you lose all access. Under AMLA section 44A, you can apply in writing to the enforcement agency to vary a section 44 freeze order so money is released for reasonable living or business costs. [f3] A lawyer prepares this application with papers showing what you really need each month.
If your bank gives unclear answers, a lawyer can advise on raising it through BNMLINK, Bank Negara’s channel for account and complaint enquiries. [f5]
What to send on WhatsApp
Send a short message in Mandarin or English. Say which bank, roughly when the freeze started, and what the notice or bank has told you. You do not need every detail first.
Where appropriate, we can help connect you with an independent lawyer, who can explain in plain words where you stand and what to do next. While you wait, our account holder rights guide is worth reading.

My family's business account was frozen over transaction patterns. Does this apply to us?

How do I find out which authority actually froze my account?
Can I get any money released while the account stays frozen?
If it is an AMLA section 44 freeze by an enforcement agency, section 44A lets you apply to release money for reasonable living or business costs. [f3] A lawyer prepares the application with papers showing what you really spend each month, such as rent, bills or wages.
How long can my account stay frozen?

Is the Mandarin consultation slower or more limited than an English one?
No set speed or language is promised. Write in the language you know best, and say in your first message that you want a Mandarin-speaking lawyer.
